Corcillium provides services across the full range of commercial, procurement and contracting activities for acquisition and sustainment programs bringing decades of diverse experience across both the private and public sectors, with a strong focus on federal government. From project inception and concept development, through strategic planning, requirements development, tendering, and negotiation, to contract execution, risk management, contract management, and dispute resolution. This includes the drafting of commercial strategies, acquisition and sustainment strategies, tender documentation, negotiation directives, negotiation reports, procurement decision briefs, procurement approvals such as section 23 delegate approvals, liability risk assessments, and non-legal probity advice.
Meet The Team
Anthony brings over thirty years of commercial and contracting expertise spanning both the public and private sectors. He began his career as a lawyer with a small firm in Narrabri, NSW, before moving into in-house corporate commercial roles with large multinationals based in Canberra. For the past twenty years, Anthony has supported Defence—initially as a public servant, and more recently, for the last five years, as an above-the-line consultant. Throughout this time, Anthony has played a key role in shaping and delivering complex procurement and sustainment programs, primarily for Air Force and Joint end-users. His work has included advising on strategic risks and priorities, establishing and managing domestic and international government partnerships, leading innovative commercial strategies and contract negotiations, and working closely with a broad spectrum of stakeholders. Anthony is known for building enduring, mutually beneficial relationships with industry partners—ensuring that value for money is not just targeted but truly achieved. Meejung Hughes is a dedicated procurement and contracting professional with over sixteen years of experience in Defence acquisition and sustainment. Known for her collaborative approach and strong customer service focus, Meejung brings deep expertise in strategic planning, performance-based contracting, and relationship management across both government and industry sectors. Meejung has a proven track record of delivering value through complex procurement strategies that balance government objectives with fair outcomes for industry partners. She is highly experienced in negotiating commercial terms for major Defence capabilities, working with both Australian Small to Medium Enterprises and international Primes. With a deep understanding of government procurement frameworks and obligations, Meejung excels in the developing, negotiating and managing high-value, complex contracts. Her ability to tailor procurement solutions ensures outcomes that are both commercially sound and strategically aligned. Recognised for her initiative, analytical thinking, and discretion, Meejung is committed to innovation and excellence in every engagement. Luke Lovegrove is a professional project, commercial and contracting specialist with diverse experience in Defence acquisition and sustainment activities, strategic decision-making, international and domestic government-to-government arrangements, commercial planning, negotiations, contract management and broad stakeholder engagement. Hailing from South East Queensland with qualifications in Law and Project Management, Luke started his career as a Defence capability graduate before working in a number of procurement contracting and commercial roles across Capability Acquisition and Sustainment Group, Naval Shipbuilding and Sustainment Group, and Services Australia. Since joining Corcillium in 2021, Luke has been a valued leader in complex projects for Defence and the Australian Submarine Agency. With a deep foundation in commercial and project delivery, Luke is well known for providing trusted strategic advice to senior leadership and government on project planning, contract management, dispute resolution, and both government-to-industry and government-to-government arrangements.
